I've used clustering as a prewriting and writing tool for over 20 years. I cluster on anything – index cards, copy paper, yellow legal pads, and the back of my hand. My preferred paper used to be a large sketch pad with 100 GSM cartridge paper.
My favourite pen for clustering is a Waterman Phileas fountain pen with a medium nib (currently filled with J. Herbin's Bleu Nuit), because it creates lines which are easily visible from a distance, and it lays down ink beautifully. Unfortunately, the ink feathers on index cards and on most ordinary paper, but it's OK on the sketch pad. OK, not great.
I've found great --- the best paper, in the best size --- clustering nirvana: Concept Pads by Levenger.
The paper on the Concept Pad is thick and ultra-smooth (no feathering!), and the pads are big enough (11 x 17) to accommodate decent-sized clusters and mind maps. I'm a happy camper. :-)
